Amends the Bituminous Coal Mine Safety Act
Act 16, authored by State Representative Jeff Pyle, amends the Bituminous Coal Mine Safety Act to update and coordinate provisions regarding emergency medical personnel at underground coal mines with changes made in the Emergency Medical Services Act (Act 39 of 2009). The bill was unanimously passed by the House of Representatives and the Senate and signed into law on April 23, 2018.
The Act would provide for the use of Emergency Medical Responders (EMR) and Advanced Emergency Medical Technicians (A-EMT) in underground bituminous coal mines. The update of Pennsylvania’s Emergency Medical Services Act in 2009 resulted in the adoption of a national certification standard for all emergency medical personnel and provided additional levels of certification including an EMR and A-EMT. Act 16 ensures these additional levels of certification are recognized as complying with emergency medical personnel provisions of Coal Mine Safety Act.
Act 16 further enhances miner safety by providing the opportunity for additional trained emergency personal to be underground and available to assist in the event of an emergency.
